- <p> Steven K. Berry, a State Department official who was demoted
- for his part in the search of Clinton's passport files during
- the presidential campaign, has landed a position on the
- Republican staff of the Senate Foreign Relations Committee.
- Among his duties: monitoring State Department activities. His
- employer: Senator Jesse Helms of North Carolina, the ranking
- Republican on the committee. James W. Nance, director of the
- committee's Republican staff, defends the hiring: "[Berry]
- hasn't been convicted of anything. He's a first-class citizen
- until he's convicted of something."
