  19. <p>     Steven K. Berry, a State Department official who was demoted
  20. for his part in the search of Clinton's passport files during
  21. the presidential campaign, has landed a position on the
  22. Republican staff of the Senate Foreign Relations Committee.
  23. Among his duties: monitoring State Department activities. His
  24. employer: Senator Jesse Helms of North Carolina, the ranking
  25. Republican on the committee. James W. Nance, director of the
  26. committee's Republican staff, defends the hiring: "[Berry]
  27. hasn't been convicted of anything. He's a first-class citizen
  28. until he's convicted of something."
